In digital terms, haves and have-nots are defined in most of Washington's suburban and rural communities as those who have highspeed broadband connectivity and those who don't. This access to the "internet highway" is very similar to the towns of the old west that were fortunate enough to be near a railroad. Business communities, life style, and in some cases the level of healthcare are defined by bandwidth capacity of the area.

If highspeed, broadband connectivity could be made available to all areas of the state, we could begin to rid ourselves of the problems of transportation, commuting, employment, and the struggles and controversy of commercial and residential development.

In 1999 Public Utility Districts (PUDs) were granted statutory authority to provide wholesale broadband capacity to their districts. In 2000 Kitsap PUD began a program of providing wholesale, open access broadband deployment in the County. Today, the PUD provides this valuable service to many retailers and they in turn provide the final service to the citizens and businesses. These products include Internet, video, audio and other diverse business services.
