Water Rates - effective March 2019

The rates you pay for water service are essential to providing a safe and reliable supply. Each year the district evaluates rates.

Kitsap PUD has a "tiered" rate structure. In this, the cost of water goes up with usage. A Basic Service Charge, together with Tiers 1 and 2 are meant to provide surety to water system operations, while ensuring reasonable water usage remains affordable to Kitsap's households. Tiers 3 and 4 are structure to encourage conservation and recoup additional capital improvement funds from high-water users.

REDUCED BASIC RATE FOR SENIOR/DISABLED PERSONS

Eligibility for reduced basic service charge for Low Income Senior Citizens and Low Income Disabled persons is based on qualifying information during the assessment year (the prior tax year). You must meet the following criteria:

1. Total Annual Income - Total annual income equal to or less than $40,000: and
2. Age or Disability - Age 62 or older; or Disabled from substantial gainful activity
3. Ownership and Residency - Own and/or physically occupy the residence

Low Income Senior Citizen and Low Income Disabled persons who meet criteria will be allowed a reduced Basic Service Charge for residential water service equal to seventy percent (70%) of the normal Basic Service Charge.

Senior/Disabled rates will not apply to rental properties you own. If you own rental properties, the tenants residing on those properties must qualify for the senior/disabled rate. The application and all supporting documents can be submitted at any time during the year.
Applications must be complete with backup documentation. Any incomplete applications will be returned. Once application has been processed you will be notified by our office. Accepted applications are valid for up to two (2) years and are re-evaluated in May every two (2) years.

Please return the completed application packet by mail, fax, or in person to our office. No appointment is necessary. Office hours are Monday-Friday 8:00-4:30.

Letter of Authorization

ADDING TENANTS TO AN ACCOUNT


  • Each time a new renter takes possession of the property, a new Tenant Letter of Authorization must be submitted and a new account activation fee of $27.00 will be assessed to your account.
  • As the owner of the subject property to be rented, you accept all responsibility for non-payment of water bills. We do not begin shut off procedures until the account reaches $200.00.
  • You acknowledge and agree that all unpaid charges may result in a lien against your property until paid in full.
  • ALL UNPAID BALANCES MUST BE PAID BEFORE A NEW TENANT WILL BE ADDED

NOTICE TO LEGAL OWNER: The Revised Code of Washington (RCW) Section 57.08.081 provides that water charges are charges against the property served. As the owner, you become liable for unpaid charges if the property manager or tenant do not pay. KPUD can file a Notice to Title against the property. Failure to resolve this Notice to Title may result in termination of water service.

ADDING A PROPERTY MANAGER TO AN ACCOUNT


  • In order to bill a property manager, we require a Letter of Authorization for Property Managers with a signature from the property owner. The account activation fee to add a Property Management Company to your water bill is $27. Please fill out, sign and return the Letter of Authorization for Property Managers form, if you wish to have a duplicate bill mailed to your property manager.
  • The account will remain in your name, because as the property owner, you are ultimately responsible for any unpaid water bill. You will continue to receive a copy of the water bill, allowing you to monitor your account. We only read the meter and send a final bill when a property manager ceases managing the property. Owners are responsible for prorating statements that include new property management service periods. We will need to be notified by the property owner, if the billing situation should change.
