Exploring Electric Service
KPUD Proposition 1 is on the November 3 Ballot
Kitsap County voters will decide whether to authorize KPUD to acquire or construct electric facilities and infrastructure.
A “yes” vote would provide KPUD with that legal authority. It would not require KPUD to provide electric service, establish electric rates, or determine what a future electric system would look like.

What Happens if KPUD Proposition 1 Passes?
If voters approve KPUD Proposition 1, the Board of Commissioners have committed proceed with further investigation, including a comprehensive feasibility study. The study would examine factors such as potential costs, rates, system requirements and other considerations. No decision has been made for KPUD to provide electric service.
Why is KPUD Exploring Electric Service?
Community members have asked KPUD to explore whether it could help address electric service costs and other concerns. In response, the KPUD Board of Commissioners began gathering information and listening to community input about whether electric service should be explored further.
No decision has been made for KPUD to provide electric service. Before KPUD could pursue acquiring or constructing electric infrastructure, Kitsap County voters would first need to authorize KPUD to do so.
The November 3, 2026, ballot measure addresses that authority. If voters approve the measure, the Board could then consider whether to proceed with further investigation, including a comprehensive feasibility study. A feasibility study would examine factors such as potential costs, rates, system requirements and other considerations before any decision about providing electric service could be made.
