KPUD has been working with the FCS Group since March to conduct a comprehensive utility rate study for water, wastewater, and telecommunications services.
Key components of this study include defining revenue requirements, cost of service analysis, rates design, and capital facilities charges. The FCS Rate Study will assist in determining our near and long-term revenue needs to ensure that rates and other resources fully cover all utility costs. It will also help design rates that balance KPUD priorities and preserve revenue stability while considering equitable rates among customers with similar usage.
As a community-owned utility, our rates are required to cover the cost of providing services. While we do collect a small amount of county-wide taxes (2022 property tax rate for KPUD was $0.052708 per $1,000 assessed value), those funds are generally dedicated to county-wide uses such as our role in managing Kitsap County Water Resources, offering educational opportunities, and supporting middle-mile broadband needs.
FCS Group will begin presenting preliminary study findings to the KPUD Board of Commissioners at meetings in September and possibly October. The public is always welcome to attend KPUD Board meetings which are regularly held on the 2nd and 4th Tuesday of every month beginning at 9:00 a.m. at our Administrative Offices (1431 Finn Hill Road, Poulsbo, WA).
