Passing of Long-Time Former KPUD Commissioner John Armstrong

It is with sadness that we share the passing of former long-time KPUD Commissioner John Armstrong on March 5, 2023, surrounded by friends and loved ones. John served on the Kitsap Public Utility District Board of Commissioners for over two decades from 1992-2015.

John was no stranger to public service. His commitment to the community was evident throughout his life. His impressive resume included experience as a professional engineer and registered architect, 18 years of service for the United States Navy in engineering, and three years as a facilities engineering officer in Europe for the United States Naval Forces, Europe (CINCUSNAVEUR).

KPUD Board President, Commissioner Jim Civilla, who was first appointed to the Board by Armstrong in 2013, has fond memories to share, “…a true gentleman, in every sense of the word. John loved serving the citizens of Kitsap County through his position on the KPUD Board. His efforts helped make our public utility district what it is today.”

During his time as a Commissioner, John was very proud, and rightfully so, of the amazing work accomplished at KPUD. It was his grounded, sensible decision-making over 24 years that added to the utility’s efficiency which included expanded water services and the addition of telecommunications. Additionally, John served as the president of Washington Public Utility District Association in 2001, during an integral time when the state legislature granted public utility districts wholesale high-speed broadband the authority.

John will be missed by many, but his legacy will live on in the building blocks of support and commitment that he showed to the Kitsap community.
